上海市黄浦区食品重点企业监管方法探讨

Investigation on the Approach for Inspection to Key Food Enterprises in Huangpu District, Shanghai

  • 摘要: 目的 调查上海市黄浦区食品重点企业实施一户一档监管方法的效果。

    方法 采用分层整群抽样方法观察辖区内115户食品重点企业,在实施一户一档监管方法前后一年内食品监督频次、抽检食品合格率、行政处罚率及举报投诉率四方面的变化。

    结果 与原监管方法比较,实施一户一档的监管方法后,在对企业的监督频次未变的情况下(P>0.05),抽检食品合格率上升(P<0.05)、行政处罚率下降(P<0.05),举报投诉率未见变化(P>0.05)。

    结论 食品重点企业实施一户一档的监管方法对于食品监管工作有一定的促进作用。

     

    Abstract: Objective To study the effectiveness of implementation of the One File for Each Unit inspection approach to key food enterprises in Huangpu District, Shanghai.

    Methods Among total 645 inspection subjects 115 key units were selected by random stratified group sampling method. Food inspection frequency, rate of samples met standard requirement, rate of administrative penalty, and rate of complains from customs were compared prior to and after implementation of the One File for Each Unit.

    Results As the results of this study shown the rates of inspection and custom's complain were not changed after implementation of One File for Each Unit approach. Meanwhile, the rate of food met standard increased(P<0.05)and rate of administrative penalty decreased significantly(P<0.05).

    Conclusion The implementation of the One File for Each Unit approach in inspection plays a role in promoting the food hygiene in key food enterprises.
